Gail Downing took office on February 8, 2002 after the death of the late Tax Commissioner, Jim McDuffie.  She was elected in November 2004 to a four year term and was re-elected in 2008.  Tori Steele was appointed in 2002 to serve as Gail's Chief Clerk.    

Gail is a member of the Georgia Association of Tax Officials.  She is a member and immediate past Chair of TC Tech (Tax Commissioner's Technology Development Council).  Gail attended Western Carolina University and is a graduate and alumni of the Leadership Cobb and EXCEL management programs.  Gail has been active in the Republican Party since 1980 and served as President of the Cobb County Republican Women's Club in 1996. She served on the Steering Committee for Cobb Executive Women and as Chair in 2004.  Gail serves on the Board of Directors of the YWCA as well as the Aviation Museum and Discovery Center.  She is active in North Point Community Church and in the community.  Gail and her husband, David, have been residents of Cobb County since 1979.  They have been married for 29 years and have two sons ages 28 and 26.   

Tori Steele has more than 22 years executive experience in the Tax Commissioner's office, including serving as Delinquent Tax Administrator.  She has been a resident of Cobb County since 1981.  She is an active member of her church and has been an active member of the community since 1986 serving on the Acworth Historical Preservation Board, several committees for the American Cancer Society, Cobb Executive Women, graduate and alumni of Leadership Cobb and DFACS Board.  She currently serves as President of  Metro Marietta Kiwanis.  She is an Associate Member of the Georgia Association of Tax Officials.   Tori has been involved in the Republican Party for many years having served as President for the Cobb County Republican Women's Club in 1997 after serving on the board for several years.   

The Tax Commissioner's office administrative philosophy emphasizes excellence in customer service and increasing service delivery capability through technology enhancements.  They are currently focusing on electronic filing of exemption applications.
